As discussed in our previous blog, the PoG (see Figure 1) illustrates a progression from responsive to pre-emptive CTI operations. To illustrate how an organization might position itself on the pyramid, the SANS Institute found that "Many respondents [to the 2022 CTI survey] this year are newer CTI organizations who are just developing their capabilities." [1] Indeed, SANS found that these organizations had minimal development of intelligence requirements, reactive integration of CTI into their security controls, and a focus on collecting and passing on IOCs. This level of capability places the organization in the bottom tier of the pyramid.

Before creating a plan to build or improve threat intelligence for your organization, it is vital to establish where you are today and where you want to be within the next 12 to 18 months. Your stakeholders need to agree on the level of maturity in the intelligence capabilities you want to achieve.

Though there are broadly adopted capability maturity models for other areas of IT (e.g., CMMI, COBIT, NHS Infrastructure Maturity Model), a widely accepted CTI capability maturity model has not yet emerged.
The Need for a CTI Maturity Model

An effective CTI practice must align the information needs of your stakeholders with the reality of the threat landscape while remaining within ever-present business constraints on resources and budgets. In this environment, your critical success factors are: (1) building a CTI practice that focuses on internal needs; (2) aligning with key stakeholders; (3) adopting metrics that track progress; (4) optimizing human resources; (5) implementing processes that follow industry best practices; and (6) adopting technologies that are fit for purpose.
